Land and settlement

Caelune’s developed regions include a broad temperate estuary belt, cooler uplands and dry continental interiors. The capital Velisar occupies one major estuary.

Rivers made the early port compact possible. Later rail and orbital transport reduced their monopoly without erasing their value. Water control is both routine maintenance and political argument. Upstream storage protects one harvest while changing another district’s flood season.

Three different ways of belonging

The estuary cities tend to frame imperial citizenship through services and trade: dredging, courts, reliable schooling and routes. Upland councils defend older communal water rights and distrust capital officials who arrive with a model that assumes every valley is alike. Industrial districts contain company settlements, municipal neighbourhoods and cooperatives with quite different ideas about who should own a workshop.

These differences are not hereditary temperaments. People move, marry, change work and bring expectations with them. A family can be proud of Caelune, sharply critical of the capital and pleased when an imperial ship appears over its festival.

Comfort and cost

Established districts have public clinics, schools and dependable power, with uneven capacity and waiting times. Wealth buys room, access and convenience. It does not make transport maintenance or trained staff unnecessary. People recognise the difference between a service guaranteed on paper and one available when a household needs it.

Caelune offers genuine pleasures: riverside evening markets, upland walking holidays, school performances and music heard through open windows. These should appear in its citizen records alongside the costs of keeping a household solvent. A place worth defending needs things its people would miss.

The estuary belt and the Ashnar interior

The opening-period resident estimate for Caelune is about 1.36 billion across the world. This is not the total population of the Orinthian Empire, whose territories extend beyond it. Municipal figures are subsets: Velisar has about 6.2 million residents within its boundary, while its wider commuting region contains about 11.4 million including the city; Asterfall accounts for about 410,000 in the Valed uplands. Registers use rounded estimates and differing local coverage, so these numbers support scale rather than exact comparison.

Caelune's temperate estuary belt supports dense settlement because water, sheltered landings and fertile hinterlands coincide. Its industrial fringe has expanded along rail junctions rather than into an uninterrupted wall of towers. Low workshops, depots, workers' terraces and processing grounds form a long, untidy inhabited spread. Old channels divide districts that official maps place next to one another. A household can see the lights of a hospital across water and still need two changes of transport to reach its entrance.

Beyond the wetter coastal and upland regions, the Ashnar interior contains dry farming districts, seasonal grazing grounds and old mineral workings. Towns gather at dependable water and freight interchanges. A closed mine leaves usable roads and dangerous pits, which makes it both an opportunity and a liability. Families continue living beside abandoned works because their homes and relationships did not close when the operator did. Municipal officers maintain exclusion fences where funds permit. Salvage crews have reasons to climb them.

Population registers are strongest in established municipalities and weaker in temporary labour camps, informal lodging and mobile households. The apparent stability of a provincial total can conceal substantial movement between districts. School enrolment, clinic demand and water consumption often reveal a new settlement before its official boundary does.

Rain that brings more than water

Rain in the estuary belt ordinarily feeds gardens and clears dust. Near old chemical works and poorly controlled furnaces, particular wind conditions carry irritating emissions into low cloud and produce locally acidic rainfall. The hazard is regional and weather-dependent. Inspectors post warnings at tram stops and schools; parents still need shelter, replacement filters and an employer willing to release them before exposure becomes convenient evidence for a claim.

The Estuary Air Laboratory samples deposition, checks industrial reports and maintains a public incident record. Operators contest the attribution of pollutants when several sources share the same downwind neighbourhood. Residents meanwhile wash exposed surfaces, cover stored water and inspect damaged plants. A clean annual average offers little help during a bad afternoon.

Floodplain restoration has brought back reed beds, mud-feeding birds and insects that breed in shallow water. It has also displaced informal gardens and increased conflict over drainage. Hook-backed marsh runners, territorial omnivores that forage along disturbed banks, can injure an unwary child or worker; their nests draw no distinction between a reserve boundary and a repair access path. Municipal teams relocate animals where practical. Residents resent losing paid hours because wildlife possesses a more efficient appeals process than they do.

An economy spread across the ground

Velisar concentrates administrative and precision services; the Valed uplands contribute seed work, glasshouses and specialist instruments. Ashnar's freight towns process mineral feedstocks, repair agricultural machinery and maintain reserve stores. Finished exports often incorporate work from all three regions. The city name on a crate identifies the seller more reliably than the place where the difficult labour happened.

Rail freight carries heavy regional loads to estuary exchanges and dedicated transfer facilities. Orbital cargo moves through controlled terminals with separate customs, security and carriage arrangements. A riverside berth does not become a launch facility because a foreign shipment passes across it. Local hauliers deliver only to the gate covered by their contract; missed handovers incur storage charges even when the delay began elsewhere.

The Caelune Works Association coordinates shared testing equipment for smaller producers. Membership lowers the cost of proving a component fit for sale, but joining requires fees, a recognised business address and time for inspection. Informal workshops often make competent repairs while remaining excluded from larger orders. Cheap household products and military acceptance samples may emerge from the same district under entirely different levels of scrutiny.

Settlements, law and the travelling household

Municipal government handles neighbourhood services; provincial authorities manage responsibilities that cross municipal boundaries; imperial offices retain their particular functions. Rural councils defend grazing, irrigation and common ground through locally recognised instruments. The resulting borders are often administrative rather than physical. A person can cross one while following the same broken drainage ditch and discover that responsibility now belongs to an office she visited yesterday.

Moving to another province does not automatically transfer a tenancy, school place or eligibility for every local benefit. The Residence Advice Bureau in major stations helps households assemble the required records and contest demands that exceed the rules. Employers sometimes promise to arrange everything, then retain documents as leverage over workers. Advocates distinguish a genuine administrative delay from deliberate confinement by debt and threats.

Older districts contain substantial public housing, owner-occupied streets and cooperative properties. Rapidly expanded settlements rely more on converted workshops, subdivided rooms and company lodgings. Fire injuries cluster where too many cooking devices share inadequate wiring. Enforcement can prevent deaths and make people homeless on the same morning unless replacement accommodation exists.

Knowledge, care and ordinary faith

Children attend local schools whose resources reflect both public funding and neighbourhood wealth. Provincial equalisation grants support poorer districts, but they cannot rapidly replace experienced teachers who leave for housing they can afford. Libraries lend tools as well as books in some industrial wards, with supervised use for equipment that can remove a finger. The waiting list for a machine can be longer than the pamphlet explaining enterprise suggests.

Public clinics treat acute illness, pregnancy, injuries and chronic conditions, referring specialist cases to larger centres. Industrial-health teams visit works, document exposure and argue with insurers about conditions that develop slowly. Families live with those disputes through missed sleep, reduced earnings and care given by relatives. A chest diagnosis can arrive after the factory that caused it has changed owners twice.

Keeping Houses maintain memorial lists and organise visiting rotas. Other congregations meet in hired rooms, outdoor sanctuaries or private homes, and many residents observe no religion. Funeral associations pool costs and provide practical help. Their small print matters most to households least able to read it without imagining themselves inside it.

What grows between the duties

Estuary food draws on river and coastal fisheries, beans, roots, orchard produce and preserved meat. The Valed uplands contribute hardy greens, cheeses and seed varieties bred for exposed ground. Dryland cuisines use pulses, flat breads and concentrated sauces that travel well. Cheap canteen dishes often have a regional name even when the procurement office has substituted nearly every expensive ingredient.

Caelune's cultures include boat races in controlled reaches, indoor court games, amateur choirs, competitive repair displays and long arguments over theatrical adaptations. In working districts, festivals occupy cleared loading courts once operations stop. The clearance must be real: a public dance beside an unsecured freight lane is not charming informality.

Some restored industrial sites have become parks; others remain contaminated ground behind murals celebrating renewal. Residents know which fences hide an actual recovery and which hide a liability with fresh paint. Pride in Caelune includes affection for particular paths, smells, voices and badly surviving buildings. That affection can sustain a campaign to improve a district, or keep a household there after leaving would be the healthier decision.
